The Inquiry Report was published on 14 December 2011 by the Chairman The Rt Hon Sir Anthony Campbell - see his announcement here.
The Inquiries Act 2005 (section 24) requires that the Chairman of the Inquiry must deliver a report to the Scottish Ministers setting out the facts determined by the Chairman and his recommendations. The report may also contain anything else that the Chairman considers to be relevant to the Inquiry’s terms of reference including any recommendations that he sees fit to make despite not being required to do so by the terms of reference. The Act allows a Chairman also to deliver an interim report.
Under the Inquiries Act (section 25) Scottish Ministers notified the chairman that he was to have responsibility for arranging publication.
Following publication, the Act requires that Scottish Ministers lay the Report before the Scottish Parliament.
