At the Procedural Hearing on 21 November 2008, the Chairman announced the broad issues that he intended the Inquiry to consider, stating that these would be kept under review. He alsoindicated how he saw the Inquiry proceeding. Counsel to the inquiry set out the Inquiry team's suggested framework for the investigative phase of the Inquiry and a possible approach to the oral hearings, and gave information about the possibility of specialist assistance. The Chairman announced that he had designated a number of additional people as core participants and invited core participants' views on various matters.
